The federal government in USA offers direct loans to individuals in a limited number of categories. Most of the funds are provided by the Federal government directly to state and local government , so that they can be distributed further.

Direct housing after Natural Disasters

Economic Injury Disaster Loans
Physical Disaster Loans
Community Disaster Loans
